NOTICE OF PUBLIC HEARING

Christian County Integrated Community Services

Public notice is hereby given that The County of Christian, Illinois (the “County”) will hold a public hearing at the County Board Meeting Room, 101 South Main Street, Taylorville, Illinois, on October 7, 2019, commencing at 1:00 p.m., regarding the proposed issuance by the County of its revenue bond in a principal amount of not to exceed $8,000,000 (the “Bond”) for the purpose of making a loan to Christian County Integrated Community Services, an Illinois not-for-profit corporation (the “Borrower”).  The proceeds of the Bond will be used to pay the costs of (a) acquiring, constructing, equipping and furnishing memory care facilities to be owned and operated by the Borrower at or adjacent to the Borrower’s existing facilities located at 101 North Hickory Street in Pana, Illinois (collectively, the “Project”), (b) refunding taxable loans, the proceeds of which were used to pay for capital expenditures benefitting the Borrower at its facilities located at 101 North Hickory Street in Pana, Illinois, and 1091 East 1500 North Road in Taylorville, Illinois, and (c) issuing the Bond.

The Bond and the interest thereon are limited obligations of the County payable solely out of the payments and receipts derived by the County under a loan agreement with the Borrower and a mortgage and security agreement relating to certain property of the Borrower. The Bond and the interest thereon do not constitute a debt of the County or of the State of Illinois or grant to the owners thereof any right to have the County levy any taxes or appropriate any funds for the payment of the principal thereof or interest thereon.

The hearing will be open to the public.  All interested persons may attend the hearing and will have an opportunity to express their views with respect to the Project and the issuance of the Bond to pay the costs thereof.  Written comments with respect to said Project may also be submitted to the undersigned prior to the hearing.  Additional information regarding the proposed Project and the issuance of the Bond may be obtained in advance of the hearing from the undersigned.
